Lawn Service Meter Backflow Preventer Inspections
Per guidelines of the Massachusetts Department of Environmental Protection and enacted in Chapter 17 Section 17-10 in the City's Code of Ordinances; Secondary meters installed for outside irrigation purposes, also known as 'lawn service meters' are subject to annual testing of the backflow preventer.
These inspections will be completed by a Leominster Water Division certified tester or a delegated representative, who shall be a certified tester. Backflow prevention devices on lawn irrigation systems can prevent possible contamination of a public water system supply with contaminates such as lawn fertilizers, chemicals, and pesticides. Routine inspections are necessary to ensure proper functionality of the devices. Residents will be contacted to arrange testing beforehand.
There will be an annual fee of $25 that will appear on the quarterly bill in which the inspection was completed. This fee will appear as Backflow Test.
Lawn Service meters that are no longer in use may be removed at the request of the homeowner (see the following).

Removal of Lawn Service Meters
Secondary meters installed for outside irrigation purposes, also known as 'lawn service meters' that are no longer in service may be removed at the request of the homeowner.
An appointment must be made with Water Department personnel, in addition to a plumber of the homeowner's choice.
At that time, the Water Department employee will remove the meter; the plumber must then remove the T fitting and replace with an elbow fitting.
Quarterly billing will stop once the meter is removed and plumbing changed to the Water Department specification.

Swimming Pool Ordinance
An Ordinance
Amending Article 21 of the Revised Ordinances entitled "Water and Sewer"
Be it ordained by the City Council of the City of Leominster, as follows:
Chapter 21, Article II, Section 21-13 of the Revised Ordinances entitled "Regulations for Use of Water" is hereby amended by inserting the following subsection:
(q) A user of the system with an above-ground or in ground swimming pool with at least a 5,000 gallon capacity may apply to the Director of Public Works for an abatement of sewer charges associated with the initial filling or complete refilling after repairs or relining, and not for seasonal refilling or topping off. Applicants must supply the Director of Public Works with adequate documentation of such filling, including, as applicable, a paid contractor's invoice for the installation of the pool or pool liner, a pool permit on file with the Building Department, and any other information or procedures required by the Director to verify the amount of water used in such filling or refilling.
Water Connection Charges
21-11.3(a) All individual domestic units, including apartment and condominium units, within the city will be charged two thousand five hundred dollars ($2,500) per dwelling unit. All individual domestic units, including apartment and condominium units, outside of the city will be charged four thousand five hundred dollars ($4,500) per dwelling unit. This will serve as a connection and inspection fee that is valid through the last day of the year in which the permit was issued.
21-11.3(b) All commercial and industrial construction will be charged according to the following schedule:
